The Custom Bot add-on
Custom Bot runs the same feature set under your own bot name, avatar and application. It is an add-on beside the tier, not a tier of its own — it does not change the tier and it does not grant AI access.

What the free tier actually covers
This is the part worth reading twice, because it is where Vetox differs most sharply from the rest of the category. Levelling and tickets are both free on Vetox. Several major competitors place one or both behind a paid plan, and two of the most widely installed bots gate levelling entirely.
All 40 games are free on every tier, including Starter. There is no game behind a paywall.
